SUSIE SINGER CARTER

CO-FOUNDER

Ms. Singer Carter is a multi-award-winning filmmaker, podcast producer/host and Caregiver Advocate. As a filmmaker, she is focused on narratives that challenge stereotypes, celebrate diversity, and foster empathy. She is on a mission to dismantle ageism and ableism from the collective consciousness. Susie wrote, directed, and produced the Oscar-qualified short, My Mom and the Girl, starring Valerie Harper, using her personal experience to shed a heartfelt, uplifting light on caring for a loved one with Alzheimer’s. The film inspired her to launch and co-host the acclaimed podcast, "Love Conquers Alz", awarded Best Podcast 2020 by New Media Film Festival and 2024 Best Dementia Podcast by Goodpods. Susie wrote and produced “Bratz: The Movie” (Lionsgate) and co-produced “Soul Surfer” (Sony). She also co-wrote, produced, directed, and starred in the horror/comedy podcast, “I Love Lucifer”, nominated for Best Audio Fiction by the Indie Series Awards. Her latest screenplay, “RUN”, is set to release in spring of 2026. Susie is currently most proud of writing, directing, and producing the 2025 award-winning docuseries, “No Country for Old People; a Nursing Home Exposé” (available on Prime Video). After her mother suffered and died from neglect and abuse in a 5-star facility, she felt morally compelled to expose a broken system through a cautionary tale meant to spark reform. The series received the 2024 Gold Anthem Award for Healthcare Awareness before it was released. A passionate advocate, Susie emceed the San Fernando Valley Walk to End Alzheimer’s and proudly carried a purple flower for her late mother. She also hosts the WGAW’s 3rd & Fairfax Podcast.

Ms. Eurotas-Steffy enjoyed a rewarding 28-year marketing career before taking early retirement in 2015 to become a senior-safety advocate when her mother, along with other disabled residents, was abandoned at the Villa Capri Assisted Living Facility in Northern California as the building burned. She is currently working to pass a bill, that requires long-term care facilities to have an alternative source of power.

Don is an award-winning editor, writer, producer best known for the 2025 award-winning docuseries, “No Country for Old People; a Nursing Home Expose’” and the Oscar-qualified short film, "My Mom and The Girl". Don co-created, wrote, and edited the horror/comedy narrative podcast "I Love Lucifer"., and is also the co-host of New Media Awards Best Podcast 2020, "Love Conquers Alz". Don also produced and edited the documentary, “Jack L. Warner: The Last Mogul”.

MICHELE MONSERRATT RAMOS

Ms. Monserratt-Ramos is the Kathy Olsen Patient Safety Advocate for Consumer Watchdog focusing on health care, patient safety, legislation, and regulatory board matters in California. She has 20 years’ experience working in the public interest. She is a statewide and national patient advocate and brings that experience to Consumer Watchdog leading the effort to organize advocates to work on medical board public policy, medical board sunset review, legislation, and public participation in legislative hearings. With a passion for public advocacy, Michele worked in politics at Los Angeles City Hall and spent years on the campaign trail throughout the State of California.

A son whose mother experienced a brutal death at the nursing home where she resided in 2022. The family is still looking for answers. Since then, Robert has become a fierce advocate for Nursing Home Reform in Delaware, lobbying for significant changes, He is dedicated to making Delaware the most reformed state in the nation in hopes of setting a much-needed precedent.

JULIE DEVITCH

Born in 1965 and raised in South St. Paul, Minnesota, Ms. Devitch has been immersed in caregiving and advocacy from an early age. As the daughter of a WWII Purple Heart recipient and a mother with lifelong cardiac challenges, she developed a deep understanding of elder care, disability, and resilience. Her professional background spans nonprofit advocacy, grant writing, and more than 20 years of work supporting individuals with disabilities, including earning a degree in Medical Sign Language Interpreting from St. Catherine University. She later spent 15 years as an Education Assistant in Special Education. Julie’s personal caregiving journey is equally profound. She supported both parents through complex medical challenges, serving as Power of Attorney and Certified Personal Care Attendant for her mother, who lived to 103 and endured multiple nursing home placements, COVID lockdowns, and skilled nursing care. This lived experience fuels her passion for systemic reform, dignity, and volunteer-driven advocacy in long-term care.

Former United States Attorney Rick Mountcastle joined Guttman Buschner LLP as Of Counsel in April 2025, after retiring from the United States Attorney’s Office for the Western District of Virginia and the Virginia Attorney General’s Office. An award-winning Federal criminal and civil litigator with more than 30 years of experience litigating the most complex and intricate cases, Rick was portrayed by Emmy-nominated actor Peter Sarsgaard in the 2021 award-winning Hulu miniseries “Dopesick,” which chronicles his leadership of the 2007 prosecution of notorious OxyContin maker Purdue Pharma and its three top executives. He has spoken about the case and the events surrounding the opioid crisis on CBS’s 60 Minutes (aired March 9, 2025), at Law School events, and on numerous podcasts. Rick’s Federal experience included almost nine years as an award-winning Senior Trial Attorney in DOJ’s Tax Division where he prosecuted complex criminal tax cases across the country. He received several awards, most notably DOJ’s highest honor, the Attorney General’s John Marshall Award for the Trial of Litigation, for leading the prosecution of a Russian mafia leader in the Eastern District of New York for gasoline excise tax fraud conspiracy. In 2007, after more than twenty years and more than 50 jury trials as a criminal prosecutor, Rick moved to the U.S. Attorney’s Office’s Civil Division in Roanoke, Virginia, where he built the office’s False Claims Act and Affirmative Civil Enforcement program while supervising the Financial Litigation Unit and defending the United States in medical malpractice, personal injury, civil rights, and other civil matters. Most notably, he led the False Claims Act and criminal prosecution of Abbott Laboratories for fraudulently marketing Depakote (an anti-epileptic) for off-label treatment of agitation related to dementia in nursing home residents. Working closely with relator’s counsel, Reuben Guttman and Traci Buschner, he secured $1.5 Billion in civil and criminal penalties, at the time the largest single-drug settlement of an off-label pharmaceutical fraud case in the history of the Department of Justice. Rick also served as the Civil Chief (2010-2016), First Assistant U.S. Attorney (2016-2017, 2018), and Principal Deputy U.S. Attorney (2018). He was appointed the United States Attorney for the Western District of Virginia January 2017 through March 2018. During his tenure he led the Federal response to the August 12, 2017 violence in Charlottesville, initiated the office’s opioid overdose prevention outreach program, directed and oversaw the reorganization of the office’s domestic terrorism and crisis response plan, initiated an anti-gang task force pairing Federal law enforcement with the Danville, Virginia, police department, and initiated a partnership with the Federal Court and the Federal Public Defender to identify and rectify potential discovery issues in a series of dozens of prior criminal prosecutions. Following his retirement from federal service, Rick served three years as an Assistant Attorney General for Virginia’s Medicaid Fraud Control Unit conducting False Claims Act investigations. In June 2022, Rick partnered with Los Angeles filmmakers Susie Singer Carter and Don Priess to produce the docuseries “No Country for Old People; A Nursing Home Exposé,” which chronicles the plight of our elderly and disabled in nursing homes. . Rick believes that film and other media can bring real stories to life to educate the public and inspire change to our broken healthcare system. Rick, a graduate of Marquette University and the George Washington University National Law Center, began his career serving four years on active duty in the United States Army Judge Advocate General Corps (JAG) and served an additional 24 years as an U. S. Army Reserve JAG, retiring as a Lieutenant Colonel in 2008.

DAVID ZIMMERMAN

Dr. Zimmerman is a Professor Emeritus of Industrial and Health Systems Engineering, and the former Director of the Center for Health Systems Research and Analysis (CHSRA), at the University of Wisconsin-Madison. In 2016, Dr. Zimmerman and his daughter Kate Hester started the Elder Justice Foundation to fund projects that prevent elder abuse and promote elder justice. Over the course of his academic career, Dr. Zimmerman supervised the work of many graduate and undergraduate students, and taught courses on health systems, health information, evaluation methodology and health performance measurement. Dr. Zimmerman has more than 30 years of research experience in the measurement and evaluation of the quality and performance of long-term care. He led the team that developed the original set of Minimum Data Set Quality Indicators for nursing homes. He has headed many projects to develop quality measurement and assessment systems serving consumers, providers and regulatory agencies. He is the founder, principal investigator and academic partner of the Wisconsin Coalition for Collaborative Excellence in Assisted Living (WCCEAL). Dr. Zimmerman has served on the Nursing Home Measures Steering Committee of the National Quality Forum, the Board of Directors of the American Medical Directors Association Foundation, and many national provider network boards and quality committees. He has been the recipient of multiple awards from government regulatory agencies and consumer advocate organizations, and has several times testified before congressional committees on long-term care quality issues.

GAIL WEATHERILL, RN

Gail has been a registered nurse for 40 years, specializing in the care of people living with dementia and their families for the past two decades. A certified Alzheimer educator and the co-founder of the online support group, Alzheimer's and Dementia Caregivers Support with over 50,000 members worldwide, Gail now trains and coaches family and professional caregivers as "the Dementia Nurse,” and is the author of the best-selling book, “The Caregiver's Guide to Dementia”.

Ms. Teaster is a professor of human development and family science at Virginia Tech and director of the Virginia Tech Center for Gerontology, and has a long history of serving the public interest in ensuring that older Americans receive protection from exploitation and abuse by those in positions of power or trust. Her ongoing research focuses on the mistreatment of elders and vulnerable adults, public and private guardianship, end-of-life issues and decision-making, ethical treatment and human rights issues of vulnerable adults, and public affairs and policy. She is the coauthor or coeditor of four books and more than a hundred peer-reviewed articles, reports, and book chapters. Ms. Teaster is on the editorial board of the Journal of Elder Abuse and Neglect. She is a fellow of both the Gerontological Society of America and the Association for Gerontology in Higher Education. She is an active board member and former president of the National Committee for the Prevention of Elder Abuse. She also serves as secretary on the Board of Trustees for the Center for Guardianship Certification and secretary general of the International Network for the Prevention of Elder Abuse.

Ms. Verno is an experienced leader serving humanity for over 25 years in philanthropic and professional arenas of youth/character education, and architecture/interior design. Motivated and creative at finding solutions to advance the lives of others. Prior to joining ROAR, Janet served as Director of Partnerships for TrueSpark Foundation, developing strategic partnerships with the nation’s most dynamic organizations and individuals focusing on the enrichment of children in the areas of education, ethics and film.

KATHY BRADLEY

Ms. Bradley is the founder, CEO, and Board President of Our Mother’s Voice®, a nonprofit organization that provides information to empower families to advocate for quality care and services for their loved ones who need long-term care at home or in nursing facilities. She has been immersed in the field of long-term care since 1975. Kathy spent a 33-year career serving people in South Carolina with developmental disabilities both in their homes and in care facilities. Her service ranged from direct care, to program and staff management, to Nursing Home Administrator, to Executive Director of a county Board of Disabilities and Special Needs, where she directed lifespan services for people with disabilities for over 16 years. Kathy works on the state and national level. She serves on the SC Adult Protection Coordinating Council and previously on several other state collaboratives. She serves on the Leadership Council for the National Consumer Voice for Quality Long-Term Care, participating in numerous committees and work groups, served two terms as Vice-Chair of the Council, and currently serves as Secretary. She is working with the National Academies of Sciences, Engineering, and Medicine on their national project to improve nursing home care, now in the phase of developing and piloting implementation plans via the Moving Forward Coalition; and participates in two federal GAO technical expert panels: to expand the quality measures for a new nursing home payment project to support high quality of care, and to examine the impact of COVID on infection prevention and control in nursing homes. She is a member of the Patient/Family Advisory Council for Health Quality Innovations, a technical assistance project of the Centers for Medicare and Medicaid Services (CMS). In 2013 Kathy completed a certificate course from Johns Hopkins University in Care of Elders with Alzheimer’s Disease and Other Major Neurocognitive Disorders, and in 2018 she was designated by CMS as a Subject Matter Expert (SME) in behavior as communication in those with dementia. She conducts workshops and seminars, presenting to diverse groups locally, nationally, and internationally, and has provided testimony to Congressional committees, with her message of advocacy and well-being for vulnerable people.
